Mr. James Bevans to J. B. Sharpe Esq—Buenos Ayres

and which had an immediate fall of many feel,
about 20, and to convey pipes from the Reservoir
to the harbour, which by acting as
with
proper direction, must assist in securing the
harbour. The second scheme is, to form a dock
in the low lands between the town and the river
Chuelou, the entrance to be as near the town
as possible, and to alter the course of the river Chu—elou,
so as to make it a backwater for the dock
making proper provision for the conveying away
of the overpowering land floods. The third scheme is
to improve the harbour of Ensenada de Barayar,
and out a canal from there to Buenos Ayres for
lighters only, and forming a small basin for light
ers and small vessels in the low grounds before
mentioned to communicate with the river Plale.
I am going the day after tomorrow to Ensenada
to look about me this being the 2nd.of February,2nd.Febur.
and I am going to Martín García next Saturday to
examine the stone there, and in the adjoining islands.
I have chosen that time to be out of the way of the
ladies during the carnival, as from all accounts
nobody can stir out or have their windows open,
without being subject to attack— the view from the
women and the women from the view: the mode
of attack is, by throwing water in any possible way: egg
shells follow the water, and large servings are the
common means when in the street. the ladies
from the tops of the houses use buckets: to such ex—tent
it is carried, that it puts a stop to all business.
The government are desirous of putting a stop to a
practice, but find great difficulty.

Febur. 9th The government has issued a decree prohibit
ing the throwing of9 Febur. water during the carnival, but in
consequence of the great loss which would be sustain—ed
by persons who had made preparations for it, and strong
solicitations by the ladies, they have been obliged
to rescind the decree, and allow the nuisance for
this one.
