J.B. to Bolivar – on Agency for Columbia and Bowring

I. Columbian Agents in England – their inaptitude

Sir

Intrusion in this address can scarce fail
to appear, and in the first instance at the commencement at least, in no
slight degree , I will not, by suppressing
it, forego altogether hope of rendering service to the country
the destiny of which is in your hands. From first to In the chain of time to this country has,
least that country has diplomatic Agents in this country & yours has from first to last been most unfortunate. One, excellent
one
in every respect an excellent one, but he, before
the country had time to him, stands the rest reap the benefit of his good qualities, dead: others such
that if they had never it would have been better for it the
her had they never been born. What is the consequence?
To come to the point at once. So low of has been the reputation of
Columbia in this country, for some time past, that every whatever
benefit which depends upon reputation will be necessarily
lost to low, unless a some better system of Agency for her can
be found framed. In this state of things amidst an so extensive a source of suffering the only ray of hope, that any
body has is here can descry, presents itself, Sir, in to you. You have delivered the country from
tyranny: & you, or nobody, will deliver her from general contempt.
Happily, in the desterum, which at present covers
her, your are person is not as yet involved: your the nature of your
occupations, your from the seat of civil government
will added to your personal character, have hitherto as
yet preserved f you from the general lot fate. By Mr
Canning, our Secretary of State for foreign affairs, by the mouth
of Mr Planter, Under Secretary, a declaration has been was made about six weeks ago
said that if till Columbia fulfills her engagements to
the subjects of this country, in respect of money borrowed
by Zea's the loan f of which Zea acted as the
Agent, and goods ordered and received from others no recognition
of her independence on the part of this country need be
expected. So at least says a Minute which I have seen: a
Minute
