1823. June 26
J.B. to Bolivar. Note for the proposed Duplicate

Note II to p.1. of the corrected

II Such as above, was the impression left in my mind by a
conversation I had had with a person who had heard
not interested in any in the business, and who had
either seen the Minute in question, or frequently heard
statements of its contents. Not choosing to treat trust to
any such , hearsay, I had taken the precaution to procure
a copy of that same minute: and be accordingly, when
the time came, looked for it among my papers that I
might make sure of there being neither no incorrectness in
the above account account of it. Most unfortunately,
among the effects of a weakness in my sight was had been that of
having slipped caused me to slip in this paper in among others, in such sort
that I could not that after several small notwithstanding long and fruitless searches, I never could find it, till after the time when
my the first copy of this letter was sent off f ultimately
despatched. Now, upon learning to it I find that no
such construction as above warranted by it, in any thing nearer
to it than this which I copy in the words of the Minute.
"...As the transaction was a private one, and Columbia not
"acknowledged by this Government, Mr "Canning could not
"interfere until the recognition of Columbia, when he
"would be most happy to enforce the just claims of Mr
"Mackintosh and any other British Merchants, and instanced
"the recent case of the British Merchants with
"the Spanish Government." As the bare recognition of
"Columbia would be of little use to it her, if in case of a refusal
"on his part to fulfil engagements deemed valid by the British
"English Government, hostility to her on the part of England
"would be the consequence, this inference from the Minute
"must in the conversation abovementioned have been too hastily substituted, as above, to the
"real import of it." Anxiously hoping that no serious ill
consequence will be the result of this mistake misstatement, amongst all
my regrets for having made it, all I the atonement
I can make is – to take this earliest possible opportunity means
of endeavouring to rectify it.
