J.B. to Boliva for Bowring

Mr Zea is disposed of by death: his character and
conduct are sufficiently notorious. Mr Mundez is disposed
of in another way. I have particular reason for my
regarding him as a remarkably honest man, but in a
diplomatic Agent in particular, honesty is not every
thing. I have have occasion to submitt to you a
variety of things which an Agent of for from your country might
do for it in this: in respect of no one of all those
things according to to judge from every thing I have learned, could that
poor gentleman have been regarded spoken of as competent.

Remains Mr Ravenga. At the time that a part
following part of this letter was writing, he was in a
prison: for, out of few Agents, which whom under his different
name your country had hand in this, two time passed
a time more or less considerable in our prisons: the
only diplomatic Agents men whom it has ever happened
to me to hear of, in having acquired, in any such place
10 of that a sort of experience, which certainly does
not
has little tendency to strengthen the claim to confidence
and, in neither instance, have I ever heard the suffering
taxed with injustice, or ascribed to any thing better than
imprudence.

Such is the disorder which from by from the perpetually
accumulating particulars of which I have been sustaining that
anxiety, the anxiety of which to you, Sir, after what you have seen of me can hardly be matter of surprize. The result has been
affliction which anxiety which at length has given birth
to a proposed arrangement, which presents itself to my view as the only adequate
remedy which
not only as the best remedy which that same
disorder admitts of, but as to affording a promise of ulterior
benefits, such as could if obt in so many perilous shapes: and benefits which, if allowed at all, can not
in the nature of the case, be obtained in any thing by like perfe equal perfection by any other means.
