J.B. to Bolivar for Bowring

For enabling you to form a well-grounded conception
of Mr Ravenga's character and behaviour, I can not
think, Sir, of any course at once so apt and so short, as that
of sending you, as I herewith do take the liberty of doing, copies of three Letters:
One dated 28 Feby 1823 19 Novr 1821, from the late so much lamented Mr Echevarria,
One from the Mr Ravenga to Mr Mackintosh, a gentleman
mercantile man of great opulence and high character, by whom, in a
contract, goods had been furnished to, and received by the Colombia Governments Government;
another, on the same subject dated 28th Feby 1823 from Mr
Ravenga to the said Mr Mackintosh; and a third, on the same
subject, dated 14 March 1823 from Mr Blaquiere what to Mr Ravenga
who in had has the honour to be known that Mr Blaquiere, who
has had the honour of being to by you in a letter,
in which you have done me the honour to mention me, and
which has in coming here at a time when he had left
this country for Greece, has found its way into my hands.

The vague and obscure stile in which of Mr Ravenga's letter
speaks for himself itself: and, as to the he speaks
of, were it ever so flagrant and unmerited, what a reason
would that be for the non-payment of a national debt?

Before me his statements of the case with the opinions of our of our most eminent
lawyers, no appearance of all asserting in the most decided manner the justice of those claims
which is are spoken of by Mr Ravenga in the manner you
will see. True it is that it is on a cases stated
by the parties on one side only, Mr Ravenga not joining
in any one of them
that all those opinions have their
ground. Not ground. Mr Ravenga not having joined in the taking of any one of them. On the other hand not less true is it, that
never by Mr Ravenga has any lawyers opinion in favour of his side at any time
been either produced or alluded to: and whether, if by
any means he could have obtained any such
for his conduct, he would have omitted to procure and produce it, may may
be left to any one to judge.
