J.B. to Bolivar
Before I quit this part of the subject I will venture
to submitt one a proposition one remark Sir, for your consideration. As to
actual payment, whether in money or money's worth, it
must, in this case as in every other, depend upon capacity
possession of the means: and where that possession is
wanting, and power to obtain it wanting also, all reproach
is usel ss, and, in so far as without that
want has been taken place without blame on the part of the debtor,
groundless. But though use whatever be the case with
regard to money and money's worth, that which can never
fail to be in a man's pure, be he who he may, is frank confession, accompanied with friendly
demeanour and fair words: and the greater the failure
in one shape the substantial and expensive the greater it should seem, is the demand for a supply in the
unsubstantial and unexpensive shape. A hint to some such effect from the
Liberator of Columbia to the Administrative department
there, – might it not, Sir, be of use?
