Copy of a Letter sent as above per post – dictated to J. Colls
not read nor known by J.B. but read by Bowring and approved.
Before this was a line or two in my own hand

An exacerbation, which I flatter myself is but
temporary, of the chronical disorder in my eyes, has
prevented the fulfilment of the expectation held out
in my last letter which was the second since your departure.
In proportion as I am enabled I can, I
think, do no better than despatch to Ancona according
to your address, any farther additions I may be enabled
to make, down to the time at which by the receipt of
some letter from you, I may see reason to stop, or take
a different course.

In relation to some parts of what you have, I
think I see reason at present to make some alteration
in the order of the Chapters. In what regards the Administrative,
the Chapter on the Prime Minister, I suspect
had better have been preceded by the Chapter
concerning the Ministers, meaning the Sub-Ministers collectively:
and the Chapter concerning do. severally.

So, as to what concerns the Judiciary: the Chapter
concerning the Justice Minister, I suspect had better
have been preceded by the Chapter concerning the
Judiciary collectively, as likewise by the several Chapters
concerning all the several official actors in the Judicial
theatre severally, Quasi Jury, Pursuers General,
Defenders General, Registrars in the Immediate Judicatory
& do. all but Quasi Jury in the Appellate
Judicatories included. To the number of amendments or
supposed amendments with which, as my views increase
in particularity, comprehensiveness, clearness & I hope
correctness
