Constitutional. Code
J.B. to Hon L. Stanhope Ancomer
among their principles, is that of keeping it for
ever in its present status of imperfection: in consequence
of which I suspect that by comparative intellectual
weakness, with it's no natural accomplishments, self
sufficiency & arrogance they are like the Chinese by the
ineptitude of their instrument of discourse & thought
doomed to be kept in a correspondent state of de—pression
in the seal of intellect, conception & conse—quently
knowledge and judgement in lieu: I mean in
comparison of the Germans, & perhaps I may say share
all the English, & I suppose add the Italian & Spanish.
But as to this, I have but feeble anticipations: bow—ing
perfect knowledge
Dates & contents of my two proceeding letters, since
your departure are as follows:—
1. Oct 10. Chapters, 10, 11, 12.
2. Oct 14. S. 5 (Term of services) of Ch. VIII (of the Prime
Minister) to be substituted to the section sent on a former occasion— also a copy of J. B.'s letter of Germany 26th
augt. 1822.
Sad is my regret at the not having been able
to send you for want of time, along with the inactive
part, more than must to nothing of its two ultimately
indispensable accompaniments— the expositive & the
reason giving part. in some measure I hope the
inactive part will speak to itself & convey its own
exposition & its own reasons; but as to a deplorably
large proportion, I can entertain to such hope. Isto
