is that you sd. be less appreciated in your own than
in any other country. Bowring will have informed you
as to what I have been about. On my arrival here I discovered
that the Greek Govt. was almost in a state of anarchy. This
was very contrary to what I had been led to expect. The
Executive Body is composed of unprincipled or weak
men & they are thwarting the measures of the Legislative
Body Assembly who appear to be by good feeling. This
state of things is very unfavorable to the furtherance
of any measures of improvement. I am however
anxious to be in the midst of the Mob. There I shall
be able to judge what is the state of things & what
can be done. The 1st measure is I think to reconcile if
possible the adverse factions. The next is to put
the Presses in action. To this end I shall hire 3 or
4 men of judgement & talent to conduct 3 or
4 presses in different parts of Greece. And to give
the of spreading I shall endeavour to establish
a cheap post on one or two principle lines
of communication. The Spirit of Monarchy or
rather of aristocracy seems to predominate in
