Orlando & Luriottis 1. The minute they proposed to
have executed would have thwarted the Senate and
the Executive of Greece – for it obliged the government
to employ the Loan for certain objects, such as an
attack upon Livadia - Thessaly. 2. It would have thrown
less to the for money discredit on the Greek Administration, – for it
contained a clause to prohibit the money going into the
hands of the finance minister, be he who he may –
It would have alarmed the lenders, for it trumpetted
forth the dissentions of the Greeks.
I said that Hume & Ellice would I was perfectly sure, consent
to join them in any instructions to the Commissioners – but
that they would not consent to give them (the Deputies)
uncontrolled power over the Loan, nor be parties to
secret agreements on behalf of an party, or class of men
whatever.
The Contract Minute then to which Orlando & Luriottis refer
in their letter to you (I see that letter has no date)
as having been shown to me 24 days ago is altogether
different from that they send to you.
I see there is no other subject referred to in
