There is another circumstance which forcibly
strikes me — the loan is put entirely under the
control of these Commissioners, this is highly to be
approved of, in so far as not giving any money but
upon their order, but I think it would have been well
in order to prevent the Greek Government from supposing
that they are thereby treated with want of confidence
and disrespect, to invite them to nominate an unequal
number of Greek Commissioners to confer with the
others. They of course would have little or no weight
but any supposed slight to the Government, would be
glossed over by it, and the suspicions of the people
wd. be lulled on seeing their own countrymen joined in
this — otherwise from the Commissioners being British
they might fear that the loan was to be employed
for the purpose of putting them under the dominion of
Gt. Britain, and I have often heard the Greeks avow,
that they would as soon submit to the Turks as
live under a Government similar to that of the Ionian
Islands..

resided long enough amongst them to know much better
than myself, how jealous, suspicious, & easily worked
