Massin, bearer of this, is a man whom
I can venture to recommend to your notice, as a man
in a preeminent degree able, and zealously willing to render
to your country important service in a variety of shapes
In particular by instituting setting on foot an all comprehensive
system of public instruction: instructing pupils and
qualifying those pupils for becoming instructors: and as also by conducting
a periodical press, upon the stock for which
he brings with him. A periodical press which perfectly inflexibly free and important,
is one of the most powerful instruments of good
that a nation can wish for. This instrument, or I am
much mistaken in him, the press will be in his hands.
He has gone through a compleat course of instruction
in two of the best universities we have: the two Scotch
Universities of Edinburgh and Aberdeen
He was recommended to the our Greek Committee
by Henry Brougham one of the
and Member of Parliament — in both these characters one
of the most eminent men we have:

He has been solicited to go to France — he has refused. In
France he saw nothing was to be done: in Greece, every thing
