I hereby take the liberty of submitting
to you certain portions of my proposed Constitutional Code
destined to with the request that they may to be added to those already received.
They consist of two packets little treatises which though proving no
more than as many sections in one single chapter may be
considered as constituting two distinct though connected systems
of arrangement: the one for the disposal of the number of revised
in all its shapes considered as applicable to official situations,
the one for the institution of a system of education instruction for persons,
employed as public functionaries which at the same expense will to the
serve for with no without any addition to the expence of the public will serve
moreover for all such of citizens at large as being not entirely disliked
if the man of substance may choose to take the benefit of
it: in a word a system which will be at once a system of
efficient and of natural education
