These three little tracts have had for their translator
Rugblume a Spanish refugee of high character
and great minimal learning who in the Spanish Cortes was one of the members
for having been Professor of Hebrew in the
College of Salamanca: and in his Legislative situation did what was capable of being
done towards cooperating with my two years fruitless labour towards the engaging the
Spanish Cortes to
declare the independence
of the Spanish Colonies
To these I shall I will perhaps be added a
a few copies of a paper, of much less recent date, to wit
a translation of my Codification Proposal. It was got up
in a hurry The translation is said by Spaniards said to
be very extremely erroneous and inadequate. It was got made up in great
haste by a Spanish Priest person who either was born in Peru or
had been there, and who though he spoke pretty good English
was freely acknowledged himself sensible of his own inaptitude with reference to such a subject. This was
accompanied by
a subject copy or an equal number of copies of the original English,
that these may upon occasion they may constitute a
standard of comparison, and a source of correction. I hope to be able to add a
paper of corrections to
the above by Dr Reighland.
The entire Constitutional Code of which the above are fragments
would have been finished a year ago but for the necessity, I
thought I saw of not regarding considering it as finished, till that
part of it which regards the Judiciary part of the Official Establishment
had been fitted to a Procedure accompanied
had obtained, for its companion accompaniment a Procedure Code with
the matter of which its matter is, unavoidably so closely intertwined. In
the drawing up of this last mentioned Code in terminus such advance has
been made, that I have no doubt of its being compleated, if I
live, before it would be possible for me to receive tidings of any notice
which you might be pleased to take of this letter. All the
bases of it have been fixt and nothing more remains than to give
order and a little development to some parts of the matter.
