In determining the bases of the Procedure Code
I it has been necessary for me to have predetermined the then those
of the Penal, and the other Non-penal commonly called Civil Codes:
for, to give all execution and effect to these two branches of the
Substantive Code is the business, and the sole business, of that same
Adjective Code – the Procedure Code.
As to the Penal Code, I do not expect that the
cleaning of it up in terminis will take me so much time much more time than as
each of several Chapters of the Constitutional Code has occupied,
for example Ch IX. Ministers collectively and Ch. XI. Judiciary
collectively: the leading principle having been so thoroughly settled
and some of the details exemplified in the first of the three four
works of mine which M. Dumont has edited in French.
The Civil Code though I see no difficulty in it will
take up require a considerably greater length of time: to wit, on account of the
abundance of the details matters of detail necessary.
To what is above I hope to add in the original English
or Spanish or in both a Table or Tables containing the title
of the Chapters and Sections of the Constitutional Code. It may
serve as a sort of mapof this portion of the field of law
and legislation.
