Introductory Letter

The Constitutional Code to which this d fragment
belongs having for its end in view the happiness and
interest of the subject many, this together with every thing
else that belongs to the Efficient Establishment will in every place require
as a necessary condition to its adoption, a proportionable sacrifice
to be made by the ruling few of their separate and consequently
sinister interest.

If there be, or ever can be, a political state, in which this necessary
sacrifice presents a chance chance of being made, it is that State, or
rather those States, the d of which at present are, and, by all lovers of mankind
in this country (not
to speak of others) it
is most ardently hoped
will, for one small

length of time will be continue to be in your hands

In this country, in which the whole policy of government
is notoriously and even by its most eminent writers
even, as I have shewn avowedly, directed to the giving the greatest magnitude
possible to the mass of money and factitious other objects of desire
dignity which under the name of and pretence
of remuneration for official service is distributed
among the functionaries of government. Nothing,
Sir, that I have heard of late Spanish America
nothing that I have observed of human nature in general
permitts me to entertain any considerable hope of seeing
a better system of policy willingly pursued by those
whom you will find or put in authority under you.

at all it is by under your direction that the official sacrifice
so indispensably necessary to good government will be accomplished.
