1. As to pecuniary contributions.
On other points, Guatemala, as well as other
ex-Spanish States, seem to have taken the
Anglo-American States for a model. And
for a model taken in the aggregate, nothing
so good elsewhere could assuredly have been
found. This being assumed, as to the points
in question, the most obvious and natural
course is the doing as those United States have
done and do in regard to contributions —
imposing in each component State one set
of contributions for that State, and another
set of contributions for the use of the central
Government, and for the expense of universal
security for all the States against whatever
adversaries they may have in common.

But this course is attended with
very considerable inconvenience even in
the instance of that confederacy; and by various
circumstances, of which presently,
that inconvenience seems likely to be to
an indefinite degree, augmented in the case
of yours.

In the first place in the United
States, comes the expense of a separate Judicial
Establishment; a second which, to
be as efficient, can not be less numerous
nor less expensive than the first
