You will see by the accompanying Spanish Letter that Del Valle, who is commissioned
by his State to draw up a Code for it has applied to me for
assistance. He has at the same time commissioned his near relation
and confidential Agent Herrera to purchase a collection of Books
which at his own expence he means to employ in forming the commencement
of a public library, for the formation thereby of the public
mind in particular on the subject of legislation — an operation which it stands in no small need. At my
desire, Herrera has produced to me a list. In it I see along with divers
superseded works of the Old School, some very voluminous ones which
neither I nor my Nephew who is pretty extensively conversant
with books ever heard of. On inquiry of Herrera, I find as I
suspected that the selection was made not in consequence of any recommendation
received from any person known to the proposed purchaser,
but from some list which, at Mexico I believe had come into his
hands. For an infant State in which Books are in a manner unknown,
choice of Books is a branch of legislation. I have therefore taken
the liberty of submitting to Herrera's consideration a list of Books
as many as I could find time to think of, in the character of a proposed
substitute to that list, so far as regards French Books. But with regard
to Books belonging to the physical branch in its present state, I am almost
compleatly
