But whatever you do in this way, you should by all
means forbear any such attempt as that of giving perpetuity
to it. For with all their experience, and their vast pecuniary resources
they those United States have, every now and then, been in as much
danger of dissolution, accompanied perhaps with civil war, so
great is the difficulty of securing punctual and duly
contributions from the each particular state to the central
Government. A prodigious advantage which the Anglo American
United States have always had, you are unhappily destitute
of: that is, a foreign trade, sufficient by means of the taxes imposed
on imports and exports, to defray the greatest
part if not the whole, of the expence of the central Government.
At any rate, in judicial matters you must not have Appeals —
have Appeals, as such as you will see in the territories of my Sublegislatures:[+]
