As far as I have the means of forming a judgment
are within my reach, if by any body your confed
central America can be saved from being swallowed up
in the gulph of despotism (as I much fear Columbia
is already) it must be by you. If I had the gift of
miracles I would divide you into three persons: for instruction one
should go to the Anglo-American United States, one come
here to England, the other remain in that country in which,
as matters stand the entire seems so indispensably necessary
to the salvation of the Commonwealth

By the earliest opportunity, should my life be
long enough protracted, I hope to be favouring with
a text of whatever articles you will have reviewed from me
by the first dispatch as well as by this. I find
to my no small regret that it has taken little less than
five months for the papers last received from you to the city of Guatemala
reach to reach to the city of London.

Instead I send a copy of a letter I received in the
year 1823 from Rivadavia now President of the Buenos
Ayres Government. Between that time and the present he has passed
a considerable time in this country.[+]

will not allow me to
be sure that I did not
send you a copy by
the first dispatch

For intellectual
aptitude, considering the length opportunities he has had
here and in France and his natural abilities I can
not conceive how he should have his equal in late Spanish
America: but for moral aptitude in addition
to intellectual you are in a manner my only hope.
