§.4. Well-being encrease

1. As intelligence encreases, so does virtue: as virtue, real genuine well-being
2. As in civilized nations population increases, in uncivilized it declines.

§.4. Well being—its preponderance perpetually on the encrease.
§.4. In civilized nations, and thence in the whole of mankind,
the sum of well-being is perpetually on the encrease.
