Legislation the making
a choice of evils

Whatsoever is done in the way of legislation
is done by making a choice of evils. No legislation
no government without coertioncohersioncoercion : and
taken by itself every course of coertioncohersioncoercion is in the extent
of it an evil : in whatever instance good
that is to say positive pleasure or exemption
from this or that particular pain is produced
it is produced in the way of private
agency by individuals not on that occasion
employed in the exercise of the powers ofauthority under
Government
