1829. June 8. Art. on Utilitarianism.

73.
Locke held up to view
in connection with
injustice - leaving out
power, reputation,
condition in life, exemption
from pain
so many subject matters
of maleficence for
individuals & of inhibition
by Governmt.

In thus holding up to view property, that being the
appellatn. employed by him, though the matter of wealth wd
have been the more determinate & better defined one,
in thus holding up to view in connectn. with "injustice" -
the opposite to justice Locke showed that on that occasn.
he had missed sight of so many other valuable subject matters of
possessn., namely, power, reputatn., conditn. in life in so far
as not forgetting exempptn. from pain in
all the several shapes in which either body or mind is the
seat of it, (a possession for whh. unfortunately language
has not been found to furnish any shorter name) possession
giving security to whh. is among the functions & cares of
justice : so many subject matters of maleficence on the
part of individuals of inhibitn. & punishmt. at the hands of
Governmt., and, to the extent of such inhinitn. (termed also
prohibitn.) of delinquency on the part of individuals.

74.
Sad failure that
attempt at founding
human happiness on
justice. Property the
only object of care to
Governmt. Persons
possessing it alone entitled
to be represented.
West Indies the meridian
for these
principles of this liberty-champion.

Sad, unguarded, unfelicitous was in truth that
ill-considered definitn. - that attempt to lay with such
loose materials the foundatn. of human happiness, in
so far at least as resting upon justice. Sad the triumph
which by a deserving & antagonist might
on that occasn. have been reaped over that honest,
candid, & in every respect amiable mind. Property the
only thing entitled to be the object of care to Governmt.
Possessors of property accordingly the only persons entitled
to be objects of that same care! The possessors of property
the only persons entitled to be represented in and by a representative body
forming part & parcel of the the poor
in a body a community which the rich in a body are
entitled to make slaves of & for ever treat as such. Corporal
slavery a state of things still worse perhaps than individual
slavery a state of things the productn. of
maintenance of whh. is a proper object of Governmt.
Meridian of the West Indies the meridian for whh.
the principles of this supposed champion of liberty & good
Governmt.! In this sense with but too much reason
might our of John Locke have combined it is
difficult to say to what length without much semblance
of reason on his side.
