§. Political deontology applied to the department of finance.

1. By the department of finance provision is made for the expence expenditure
of the several other departments

2. The subject of expenditure is the matter of good applied in the
shape of matter of reward

3. Expense Service or use is the good aimed at: expense the evil

4. Of the matter of reward no considerable portion applicable to the support of government
