§ 3. False or spurious ends of Government – Order – Good order
– Regularity – Legitimacy – practice of wise ancestors
Of the proposition by In the above object above brought to view in the
character of the all-comprehensive and in that sense
the only proper end of internal government viz is the
greatest happiness of the greatest number maximum of universal happiness the truth is so
universally felt to be incontestable that in every civilized
country even by the rulers themselves how
widely so ever their practice may be from being
conformable to it, a is recognition more or less direct.
Of what is commonly said on this occasion
the purport however is not commonly that such

The distinction is of no mean importance.
By any such words as ought – or its conjugates
obligation – duty – and the like by any such words
as these were they employed – a sort of coincide
of a sort of constrain restraint on the one hand
of constraint on the other would in a manner
be imposed upon themselves: and the correspondent right
on the part of the subject enemy would in a manner
be called forth into exercise – in a word their
power would thus – and even by their own hand
be circumscribed and limited.
