Polit. Deontology
Benevolence – beneficence – appropriate knowledge
– sound judgement – appropriate active talent
– all these are necessary to the explicit recognition
followed by the constant and regular application
of the principle of utility.
Order – Good Order – Regularity in government
Legitimacy in Government – be the most constant
application of these phrases – be the most explicit
recognition of these objects in the character of proper
ends of government – not any the smallest particular of any
one of the above desirable properties is necessary.
Not one is there of these locutions of which the
constant application is not consistent with the maximum
of selfishness – with the maximum of malevolence malefluence ignorance
folly, incapacity imbecillity – in a word with the love and
practice of the most absolute despotism tyranny a component composed of
the union of the above qualities.
Among constitution there nothing is there in them
which is inconsistent in any the smallest degree inconsistent
with the constitution of Turkey or Morocco.
Among Rulers past and present – nothing which
is inconsistent with the practice of a Nero
or a Ferdinand.

In regard to legitimacy shew how it to jure devices
establishing actual practice under the influence of sinister interest on the standard of right and wrong.
