Political Deontology
Altogether incapable of placing the theory of the constitution
upon its only proper ground – the ground most favourable
to the interests of the people, this image is altogether capable
of and well qualified for the placing it upon the ground
most convenient to the purpose of those whose interests
are in a state of hostility to those of the people, and by whom
accordingly the people are kept in that state in which
they be and suffer they are enduring what they endure. For according to this image
what is to be done? It is to produce and preserve
that rule or proposition which is the due and proper one between the two ambiguous
weights, the weight which represents the power of the
people and the weight which represents the power
of those who in virtue of the undispenced with inference imperative
and effective powers which nobody disputes with them
do with the people as they please pits sacrifice the
the interest all comprehensive interests of the people
to that narrow interest which is parcelled out among
themselves. This equipoise being a mere chimera,
every one finds himself at liberty to give on each
occasion whatever description of it is most convenient
to him, most best suited to his purpose. On one

amiss that requires alteration it is on the side of differences.
Nay say the others: there is on that scale or rather
too much already: take out of it this grain, and
that grain and perhaps that other grain and then
the equilibrium will be exact and everything
will be as it should be.
