Polit. Deontology
Part. Of the British Constitution and Government
Of the principles and features constitutive of perfection in a form of
Government, a view such as it is has been given.
But by a many a man – no one can say
how many – these principles will be stated in the
lump as being unworthy of all regard. They amount
to nothing but a theory: and upon theories of
government every glance that can be bestowed is so
much thrown away, when above us and before us we have the happiness
of beholding a form of government which if
not absolutely perfect is at any rate perfect in the
highest degree which the incurable infirmity of human nature
admitts of.
Thus speaks vulgar error. What says simple say Truth
and Reason
truth?
Answers. That of the measure quantum of probity which human
nature is competent to the supplying the portion existing
is extremely small: that the same may be said
of the quantum of wisdom and moreover the source of
active talent.
That so far from being stationary at the highest or at any
other point on the scale of perfection, it has for a great
length of time been sinking, or sunking, and unless and untill the only
remedy be applied will continue to sink lower and
lower: and that source in its present form it is not in
the nature of it to stand: but that sooner or later it
will can not but undergo a change: and that this change
will be either a Commonwealth governing by deputation, or
like the United States
of America or into an absolute
Monarchy, such as
with little variation
regarding are those on the
continent of Europe.
