This being the case, then so it is that after that
exception, in the breasts of the rulers a sinister interest
lies and has had place and that an effectually and generally
predominant one.
Having hen thus much in common, viz. a
sinister interest opposite to the interest of the greatest
number, a consequence is that as often as by reason
of any proposition brought upon the carpet of government
in general and of legislation in particular by the ruling, any
attack attempt is apprehended at the part hands of the subject many
any such attempt is by the ruling few on that of promoting
the general interest of the subject many at the expence
of the narrow sinister few, the attempt will be pretty sure certain
of being encountered in all these cases by pretty much nearly
the same degree of resistance: and on what occasion by this spirit of resistance to justify itself all
imaginable arguments discourses not discourses and operations, will
of course be looked out for that afford a promise of
contributing in any degree to the effect.
