On this occasion, as often as any thing any
means is proposed, by which if carried into effect
the interest of the subject many would in any degree
be served promoted at the expence of the interest of the ruling
few, resistance to every such proposal, and that
with a degree of pertinacity proportioned to the degree in
which the interest of the ruling few appears likely
to be deprived by it, may always be expected as a matter of
course.
But by the supposition, the measure in question
being also a new one – a measure which could
not take place but in that in the state of the government
a proportionable degree extent of change would have take
place and have been effected being a good one – i.e.
in which the interest of the subject many
would not only be served, but in a greater degree than the interest
of the ruling few be deprived by it, the measure
is thereupon such as one that by valid arguments
applying in a direct manner to the questions, the incongruity
of it can not be proved
What on such an occasion will be necessary
will therefore be the looking out for such arguments
as though not of a valid cast or complection, have
yet been by experience shown to be of such a nature
as to make to the upon the minds of those
to whom they have been addressed an impression to a
considerable degree effective.
