Polit. Deontology
Only in proportion as by means of the portion of power
in question – the portion of power lodged in the hands of
the people, the people are enabled so to order matters
that the greatest happiness of the greatest number of them
shall be the object end pursued in all public measures, in a
word the advancement of the universal interest in contradistinction
and preference to every narrower interest, that in so far
as sacrifice of interest to interest is necessary – the interest
sacrificed shall always be that of the few, the interest
to which the sacrifice is made, the interest of the many –
only in proportion as this is the object pursued and
attached is the power exercised by supposed to be exercised
by the people exercised in reality. But In proportion with
such of influence in question operates with effect, the interest
of the whole people is made a sacrifice of to some narrow
interest: the interest of the party by whom is for whom
the influence is exercised.
