Love of liberty is primarily acting and an independent principle is not a primary – is not capable of
serving in the character of a primary ruling principle. It is but
a secondary and as it were a negative principle a principle of reaction not of original action. In its
existence is included and supposed the existence present, past or probably future of a bad
government, of a government supported by a different principle
and that a bad one, ever a government adverse
to liberty – in a word a tyranny whether in the hands
or one or more than one. The view therefore which
is taken of the subject by him by whose government poli a public man
is considered as and guided in his conduct by this
principle and nothing more, is necessarily and proportionably
a partial one. It is the a principle of opposition
a principle under which the motives and schemes of those who are
guided by it, are determined by foreign incidents and considerations
are determined by the motions expected at the hands
of the power against which the opposition is directed.

It can go no further, at least without doing mischief
instead of good. It is therefore if taken by itself, taken
as the in case the predominantly ruling principle
a dangerous a mischievous assertion principle. It can that character it
never can be received without mischief: philanthropy
– and that alone is the affection without
mischief or danger can be received as the predominant
one.
