☞ 2. In this or a separate section, explain matter of good and
evil – of reward and punishment. Thence – Reward
and punishment – in corpus – physically effective action:

§. 3 Means of Government

What the ends the actual ends of government are has
just been seen. The means are exactly the same things of the self same sort
are the means of government, viz pleasure and exemption
from pain. In the same character moreover do they operate
viz in that of motives. What the difference then? – the
difference the from consideration of which results the difference of
name denomination consists in the description of the persons on whom
the motives operate. To obtain secure the pleasure and exemption
which he has in view the it is the endeavour of the governor
to cause the prospect of other pleasures and exemptions,
to operate on those subject to his governance in the character
of motives as to engage induce them so to act as to give fulfilment
to such his wishes and expectations in regard
to pleasures and exemption on his own endeavour, as above.
