changes which accompanied it in the internal regulations of
France. The equalization of Duties, – the removal of great
abuses, – the overthrown of the Seignorial and Feudal privileges which
constantly interfered with the Trade of the provinces, were cessions
so important to the liberty and prosperity of the public, as to avert
the attention from the pernicious regulations which impeded the
commercial intercourse of France with the rest of the world.

There can be no question that the national riches of France
were greatly diminished by the Imperial Regime. Mr. Dupin,
(Forces productives de la France) estimates the waste wealth
under Napoleon, from 1803 to 1815, at Six Milliards = £240,000,000 Stg.

These calculations are, probably, exaggerated; at least under
the hands to which Mr. Dupin refers them, – but it is indisputable
that a much larger amount was really sacrificed in increased prices
and diminished trade. At the restoration of the Bourbons,
they found the Tariff of 1791 the law of the land, in commercial
matters. That Tariff had undergone a few modifications, mostly
in the restrictive or prohibitory spirit, and had been accommodated,
more and more, to the hostile position in which France was placed,
