The principal cause of the small produce of the French
Customs, is the sacrifice of the Revenue to the Colonies. The
heavy cost at which those great articles of consumption
which are, in England, the principal sources of Revenue,
are produced in the French possessions, has, in order to
insure them possession the monoply of the home market, led to discriminating
Duties, which have necessarily taken the difference of cost
out of the Treasury, in order to transfer it to the Planter.

In 1822, the Customs rendered on 55.317.631
Kilograms of Sugar, of which 52, 304.050 were of
French, and 3,176.954 of Foreign Origin.....

In 1827, on 60.317.631 (being an increase of 5
Millions of consumption,) consisting of 59, 373.255
Killo.s of French, and 944.576 of foreign sugar, only
being a diminution of fs= 2.098.937

In 1830, though the consumption was 15 Millions of Kilos more
than in 1822, the Duty was only fs 33.535.174; - and of this duty
fs 10.101.678 was paid back in Bounties; while in 1822, the Bounties
were only fs 2.627.371.—

While

only 22 Millions, or nearly 10 millions less than 15 years before, when
the population was less by 5 millions; -and when, instead of 22
Millions, it ought, as a natural progress, to have been 50 millions.
