public, to let fly among those whom precedents serve instead of brains, who
knowing or caring little about what had best be done in future, will hear of
nothing but what has been done before. p.47.
Principle of Utility, how to preserve its influence.
The sure way to keep it from slipping out of mind, is in the expression of
every maxim subordinate to it, to let its relation to it be seen. Not to think
it sufficient that the reason assigned in a Law is in itself conformable to this
principle unless such conformity be expressed upon the face of it and brought
forwards into view. This is the only expedient to prevent persons not sufficiently
with the principle from drawing consequences from the reason
in question, as it stands considered under a different aspect. It should have
but one aspect but one front and that as steadily to its ruling
principle throughout all its inflexions as the Turnsole to the Sun.
Thus if in any instance a pain happen from Law and the question be
whether it be tolerated by necessity or for the purpose of preventing an
obnoxious practice, and the latter be the reason meant to be signified
prevention itself is the term that should be
