For the want of a standard to apply to conduct
the strangest errors & mistakes have been made – paradoxes
one after another have intruded themselves into the field of common use and
have served to perplex darken councils by words without knowledge.
The vessel of public felicity has been long beaten about on the
ocean of vague uncertainty, – without a helmsman or a rudder.
Books have been printed, whose authors had they but
attached distinct ideas to the phraseology they employed would
have rendered valuable service to the cause of truth & virtue
When Mandeville put forward his theory that public Private vices
wer are public benefits – he did not perceive that the erroneous
application If reporting may of the terms vice & virtue was the source of
the confusion which enabled him to advocate a seeming parody contradiction
For if what is called virtue produces a diminution of happiness
& of vice, being the opposite of virtue have a contrary effect
it is clear that virtue is the evil & vice the good – & that
the principle which he puts forward is merely the greatest
happiness principle under a cloud. If a private vice be on
the whole instrumental in producing a result of felicity to the
community, all that can be said is that the vice has been
christened by an erroneous & mistaken name – Then it is
that utility will transfer many actions to the sun if vice
what unenlightened opinion has honored as virtues & will
give to qualities which have been frequently called vice the some
name of indifference – or even of approval. But this
utilitarian scale vibrates only between good & evil – pain & pleasure –
other elements count for nothing in the balance let them
be called by names as pompous as they may.
