Among the articles clandestinely imported into France
English Cotton Twist holds the most prominent place. Its importance
to the French Cotton Manufacture has been so strongly
felt even by the Government, that though it is notorious that
large quantities are introduced into the Factories, orders have
been issued to secure the Twist against seizure when it has
reached its destination. The average difference in the costs
of production between France and England in the higher
number of Twist is from 40 to 60 pCts, and as the authorities
of the French Custom House are of opinion that it is not
possible to collect a Duty exceeding 30 pCent, it is obvious
that the door is open to considerable frauds. We laid before
the French Government statements of the Exports of Cotton
Twist from England to the Countries adjacent to France
of which large proportions were notoriously intended for
clandestine introduction. Showing the following enormous
increase of demand; while it was well known the amount
of Seizures in France, far from having increased with the
increased illicit Importation, had greatly diminished as new means are found for the evasion of the prohibitory Laws.
