Of Twists of the finest qualities there are scarcely any Manufactures
in France, and therefore, while on the one hand the
finest article is of absolute necessity in the Manufacture of
fine Muslins &c. and on the other, as we have stated the
preventive service is insufficient for its exclusion. We deemed
it alike in the financial and Manufacturing interest of
France to consent to the introduction of English Cotton Twist
at a rate which should exclude the Smuggler – its admission
therefore was strong recommended by the Commission to the
Government who submitted to the Council of Commerce.
The subject led to long debates in the Council, and remained
ultimately undecided; but we obtained the assurance of
Government that they would propose the admission to the
Legislature.

There remain in the Custom House Code of France many
vestiges of a system whose peculiar characteristic is a jealousy
of Commercial Relations with England. The Coal of England
for example pays a duty five fold greater than the Coal of
Belgium – Our suggestion for the equalization of the Import
has been favorably entertained. English Tin too, though
an article which may be called almost a raw material is
subject to a duty of 8S 80c. per 100 Kilos, the Commission
recommended that the duty should be lowered to 1 pCent and
our recommendation was approved of by the Government.
