"invariably. Let us act like her, let us continue to encourage
"industry, to aid all the germs of national prosperity: – let us
"not lower our Tariffs, until our manufactures shall have been
"developed and perfected. Let us beware of sacrificing the interests
"of our country to the pretended welfare of the world; – of effacing
"the features of national distinction, of that noble sentiment which
"animates the grandeur and glory of human Society."
It is scarcely necessary to remark, in answer to the
foregoing observations, that the smaller the sum which is given
by a Purchaser for an article, the larger will be the sum that
will remain; – and that, the more an individual, or a
nation spends, the less rich will the individual or the nation
be. And, as to the effects of commerce upon industry, it is
too obvious to need elucidation, that if the produce of other
countries were introduced into France, – France would
either give something in exchange of them, or nothing: –
if something, that something must be the produce of her
own labor, – which is inconsistent with the views of the
Commission: – if nothing, it is evident the importation
would be so much clear addition to the national wealth.
The Commission truly states that "the fruits, the earth
are transplanted from one hemisphere to another;" – but this is the
result of that commerce, whose extension they deprecate! – and
as to the effect of a system of prohibition upon manufacturing
industry
