The division of offences – the analytical table of
offences will, as far as it goes serve alike for political
deontology and private deontology: but to the extent
of those modifications of annoyance which it may not
be expedient to render punishable, we shall have modes
of annoyance which can not be termed legal injuries
but may be termed moral injuries.
