2. Advice giving, unless expressed in such manner
as to involve in it the appearance of reprehension
gives offence in no other than the latter of the
two abovementioned ways.

Information-giving does not necessarily give offence
in either of those two ways: for no person is so
knowing as not to be liable to stand in need of information
in some shape or other at the hands of the
most ignorant of mankind. It is only therefore in one
or other of two cases that discourse in this shape is liable
to give offence
apt. 1. Where it involves the supposition
of general ignorance or general inferiority in
the scale of knowledge on the part of the person to whom
it is given; or relative ignorance in relation to some
special subject of knowledge which, by some for for special
cause reason he stands bound ought to be possessed of: 2. Where
it involves a supposition of a supposed consciousness of
superiority, general or special, on the part of the speaker
with relation to the person spoken to as before.

N.B. In all these cases, a circumstance supposed, is that,
with reference to the Speaker, the person spoken to is in point
of general estimation superior, decidedly superior, or at least equal; or if inferior not so decidedly inferior as to warrant any such superiority of assumption of superiority as above.

But beyond these cases the communicating information cannot
come within the limits of offense, – for no person is so knowing
as not sometimes to stand in need of instruction even from the
ignorant.
