The attention of the Commission was called by the French
Minister of Finance to the means of facilitating the
transportation of Letters, Newspapers & other periodicals – by The Minister
desired the establishment of daily communications – by the privilege of paying allowing the sender of
Letters both in France & England either to pay the whole of the postage, to its destination to their destination
or that the night t whole should be collected on the
delivery of the Letter – the return of all rejected Letters to the
writers the number of such Letters now lost being 3614 in the
year 1832 – the registration of important Letters
with a view of their security on the payment of
an additional postage – & the allowance to the
Newspapers & journals of the other country, all the
advantage each is of circulation which each country
allowed to its own. These topics have since been
the subjects of discussion between the Departments
which they specially concern.
