On 3,836,207 Kilos of Wool imported in 1831, the Duties
received were fs. 1,733,022 – and for 1,039,257 Kilos of manufactured
Wool exported, the Government paid Bounties of Frs. 2,496,728.
The same observations apply to the other articles which
have been made the subject of protecting legislation, the effect
of which is only to encourage the misdirection of Capital, by
allowing the losses it may entail to be borne by the public,
while at the same time it opens a door to fraud and misrepresentation
– for it has been found on examination, that
the Revenue is constantly drawn upon for amounts far beyond
those due to the Exporter.
