In one point of view, and that the main one –
power, it is true, is not well ill adapted to present the
ideas that belong to the subject case. The idea of power
involves includes in it the idea of effect if affect produced is producible by the opera
operation or action of that power: and the greater the
quantity of power the greater will be expected to be the
greater the quantity of the effect. Of the number quantity expressed
by the term 3d power given the

Whatsoever be the number in question, of by the quantity
expressed by the 3d term the third power, of that same number,
the effect producible, be it of what nature it will producible will be greater than any
the effect producible by the quantity expressed by the
term the second power of that same number:
a greater power will therefore be expressed by the taken in this point of a view, of two numbers employed for
greater number emplo giving expression to two
powers of different magnitude, the greater will therefore
be expressive of the greater power.

But taken in sense familiar another sense – as resulting
from another of the sorts of occasions on which
it is wont to be employed – another sense and that
to many minds a more familiar one, of any encrease
of the number added attached to the word power the effect result
will be not the idea not of encrease but of decrease in the effect.
Apply it for example, to Statistics. What is meant
by the first power in Europe? is it not that which
is capable of producing producing the greatest effects?
What is meant by the second power in Europe?
is it not that which is not capable of producing any
effects but such as will be less than those producible by the
first power? – and
so on, the greater the
number, the less the
power indicated by it.
