Jeremy Bentham to the French People

"Your predecessors made me a French Citizen —
"Hear me speak like one!" So said I Ao 1793. So say I now Ao 1830.

Your triumph I feel as you do. I say no more
of it. But the history of it lies before me: and in this I
read what alarms me. — Nay, as I go on, what saddens me.

"The Charter" (I read) "is a truth." Be it so. But
behind this truth lurks another truth — legitimacy: and what is
legitimacy but despotism?
