J.B. to France.

There stands his Highness. But he grants to you a
Charter. How generous! What were you then before this
grant? His property. And what made you his property?
any more than Prince Polignac's? Either nothing at all,
or legitimacy.

But what says Legitimacy? It says that his Highness
is a Rebel – and that this charter of his will be void.
If you want a valid one, go, (says Legitimacy,) go
back to Charles the 10th.: he will give you
another, which will be as good an one as the
first. But this Rebel! His Charters, were there a thousand
of them would not be all of them together worth a straw. From
Charles the 10th. yes: a Charter from him was good
for something: for it brought you together. But Now
a charter from his Rebel Highness – what will this
be good for? If any man there is that knows what,
let him declare it. One thing I will tell him:
his task will not be an easy one.

Without conditions or with conditions – in one
or other of these ways, it this new Charter will be sure to have been
given to you. If without conditions, it amounts to
nothing; if with conditions, one of those conditions is
that, if so & so, he who grants you these good
things, whatever they are called, – these rights, these
liberties, – may take them back again. This is
what he means: & this, is what you mean, if
you accept a Charter from him, is what you mean.

If like children you must have a rattle, & a
Charter is the name of it, go for it to the United States.

Write for it to President Jackson. A Charter from
him, if it does you no good a Charter will at any rate do you
no harm: while a Charter from his Highness a Charter will do you
all the harm that words – the most maleficent words – can do
to you. Not deduction a consequence can be derived deduced from it, not so much as one a consequence deduction –
the effect of which, if it has any, will not be a deduction
from your happiness.
