1830 Aug. 5
J.B. to France.

But if you make him King, he
will do you no harm. Suppose, for argument sake,
suppose this negative good possible. But if you let
him be where he is – if you forbear to make him
King, he can not possibly do you any harm: this you are
quite sure of.

Now then by having been made King
where is the good that by any possibility he can do
to you? the good that you could not still better have
without him than with him.

First, As to legislation – did you ever read any
thing written by him, or see anything said by him,
on the subject of legislation? Does he who never studied
it, understand it so much better than he who understands
it best of those who have been studying it made it the study of their lives? And But suppose
he did understood it ever so well, will he prefer your happiness to his own
happiness? your interests to his own interests?
your will to his own will? Will he be more inclined
to do so than those agents of your's, whom,
if they serve their own interests to the prejudice of
your's, you can change at any time?

Then As to the Executive Department. For the business
of this department, some chief functionary if
necessary
or functionaries to be sure you must have, and that of such functionaries
there should be but one. I call him a Prime Minister.

But look to the United States – Behold there a people's
Prime Minister, who, for being so, is content with £5,000 a year of our
English pounds: His Highness has already a quarter of a
million of these same pounds. If he is King, he must
have several times as much: by this say three times, in addition
to that what he has already: this will be about as much as Charles
the 10th. had. To what purpose? why to support his Dignity
Dignity the same, will not the same resources revenue be equally necessary to the support of it?
