Now are two parties formed. The
Charterists and the Republicans. To corrupt those
whom it is expedient to corrupt, the Peers, (since
you must have Peers) the Deputies, the Pays, the
Judges, to establish the corruption by all means possible-
by hopes - by fears. for by there words all these
means are included: This will be the first work-
this the immediate work of the Charterists.
But before this they will have had
one common task, and for the performance of it
the force all inertia will suffice. Otherwise than
by the Ring, no new arrangement can be made.
For making maleficent arrangements of various
sorts, he has every inducement: for beneficial ones
in general, and for the aforementioned ones in
particular, he has none. On the contrary, for resisting
them he has every inducement. He will
stand upon the defensive. The fortress, the great
fortified hotbed of corruption, he will defend inch
by inch.
What, then, is our part? the only part
we can take? ply him - ply him well with Petitions.
You will thus keep alive your own spirit.
You will keep alive the feeling of terror in
him and his: That salutary terror, in which a man
in his situations feels the only inducement he
can have for doing any thing good, on abstaining
from doing any thing evil, to the people he is
preying upon.
