Review.
Fellow Citizens! I know what I mean: and
so If so, (I hope) do you. Now what does his Highness
mean? I mean what did he mean when
the Proclamation with the seven Articles was read to
him, and he gave dignified his assent to them if they be
meant by what is said in the English translation
where it is said that after hearing those same Articles He mentioned all the guarantees
which ought to be granted to the country, and on they
enumeration the venerable countenance of La Fayette
was soon beaming with joy.
Will then, this same Charter and that same
Proclamation cay they both continue in force? Not
they indeed
Behold the the text of Article 74, and last. It is the last
of the concluding one of them all, the two Articles
self-declared transitory excepted.
74 Le roi et ses successeurs jureront, dans la solennité de leur sacre, d'observer fidèlement la présente Charte Constitutionnelle.
Thus says the Charter. What says the
Proclamation? We will in short, give to our
institutions, in concert with the Chief of the State
such developments as they may require.
Now then what means this same word developments? Either it means changes or it means
nothing.
